It’s been that way for a few years now. 6 years and you can pay extra for 2 more to postpone a visit.

Looks like it started in 2019. My other car and one previous to the Runner were 2017s so I wasn’t aware of this at all.

You absolutely will get caught, as they now verify the ECU checksum as part of the test. This will apply to every state that follows CARB… CA, MA, CO, NJ, NY, ME, VA, etc.. Here in Mass the state even put surveillance cameras in the inspection bays and the test results are computer recorded with the RMV database so you can’t find a “friendly” shop to fudge it for you.

I saw on Tacomaworrld that OTT is applying for a CARB exception for some of their tunes to make them full 50 state legal, I’m waiting to hear if they get it for the 5th gen tune as I may seriously consider it if they do. Looking at the dynos they posted it looks like it’s delivering over 50% of the torque gains of the Maggie under 3000rpm where you will use it most for about 5% of the cost??? Thats a deal…

Far as I know, they don't plug anything in in Maine (they might in Cumberland or York counties (aka northern MA).

Wow thanks for all the info! I live in Indiana so I’m good on legality end of upgrades. Although cali may be beautiful, I’d move if there’s that many restrictions. and yes it was the fj that had the frame issues. I purchased it locally, but it was born in Pennsylvania (salt).

Really sounds like you have to go all in. I do agree that the super charger is the way to go. I’ve done cam swaps before but not sure on what’s available for the heads. Now we’re looking at 10-11k on the conservative side quite the commitment.

It's really cool but I wouldn't be surprised if the RSG 5.7 conversion cost more than the 4Runner's original purchase price.

Unfortunately its not just California. A significant % of the US population is subject to these rules.

You can go to the tables in this website and click on your state to see exactly which parts of the CARB rules your state follows and what year they went into effect.

PLEASE lets not turn this into a political debate. Just trying to share info so guys are aware before they get a nasty surprise at inspection time.

if your looking for alot more horsepower buy a different truck.. otherwise enjoy your bus. I am not sure anybody bought these trucks for performance on road.. they are slow.. but for me thats ok.

All a "tuner" can do is change ignition timing, A/F ratios and possibly reduce factory "torque management" parameters.

Do you have TRD stickers and pinstripes? Those add at least 20+ HP.

A lot of these "upgrades" only upgrade the profits of the vendors.

And shift scheduling, and throttle scaling, and altering some other Nannie’s and limiters Toyota implements. A good tune is the sum of many changes, and these can greatly improve the behavior of the vehicle.

And none of that increases horsepower significantly.

I went through all of this with a 3rd Gen 5.7 Hemi. Eventually I increased the RWHP from approximately 245 to a dyno measured 425 RWHP. Although I employed an of the shelf tuner, it took a lot more than a "canned tune".

You’re not going to add 180 HP in a naturally aspirated condition with just a tune. Any one expecting that or claiming that is possible is full of crap. It takes a lot of hardware changes to get those gains, and obviously a custom tune is needed. That’s the way OTT runs their tunes. There are “canned” and “custom” options. Let the vehicles modifications determine which is needed. OTT isn’t loading a canned tune in a forced induction application with aftermarket fuel pump, injectors, etc… that’s going to be a custom tune and the gains are going to be larger.

Focusing solely on peak gains high in the rpm range also doesn’t tell the whole story. Getting peak torque lower in the rpm range combined with shift scheduling and throttle changes can greatly improve the way a vehicle drives. For the relatively low cost of a naturally aspirated tune, $450-600, this is all most people need when upsizing tires, adding armor, etc… then if more is needed, regear, then if even more you’re looking at forced induction. $30-50/HP gained isn’t a bad deal for a “canned” tune. Sure, you can gain 180 HP with other mods like forced induction and a custom tune, but you’re in the $130-180/HP gained at that point.
