I recently installed a leveling kit on my 22' ORP. As I drive around at night people keep flashing me thinking my hi-beams are on. The new headlights on the 22's are already bright. Is there a way to adjust them down a bit so they dont blind people and I dont get flashed all the time?

You would be surprised what one can find in the owner's manual!
There is headlight adjustment and a whole lot more.
Alot that could get you out of a bind or keep one from getting into one in the first place.
just saying because I know someone that never removed his from the glove box and asks me what's this light on my dash....................

After installing a mild lift / level on my truck, I had the same problem. The headlights are very easy to adjust and only takes a few minutes. @Captain Spalding posted the video above that I used and found it very helpful.

I used the two month interim between ordering my 4Runner and receiving it to download and read the manuals. They are fairly well written as manuals go.

Is it common to have to adjust your headlights after a lift/leveling kit? I put the same lift kit on ly 12' SR5 but did not have this problem. Seems like the lights on that one were not bright enough to bother people like the new LED headlights.

Yes, it is mandatory. you have raised the front between 1 1/2” - 2”.
Think about how you just changed the angle of the beams at 25 ft.

I had to adjust mine down stock with the LED’s. They are (at least mine was) adjusted too high from the factory.

To be blunt, the LED’s are pretty bad in the 4Runner. The ones in my Tacoma were a 1000x better and I never got flashed.
