Is it necessary to remove the fender liner in order to get to the front side marker lamp bulb to replace it? Is there a better way to access from the top?

You don’t need to remove the whole fender liner, just enough to get your arm up there. There are instructions in your owner manual. Wear long sleeves and thin gloves. You’ll be blindly feeling your way in there to get to the bulbs.
