I noticed that the 4Runner crept forward unless you kept pressure on the brake pedal. If you have your foot on the pedal at a stop light you have to be aware if you don't keep a notable amount of pressure you start moving. Much more than normal condition, Also pushing on the pedal while driving nothing happens until you reach a certain point. I'm guessing about a inch or so. It feels like brake failure for a moment.

brake booster leak maybe? Fluid level is correct.

    ideas?

It's pretty normal. It's actually "better" in the 4R; the Tacoma with auto trans is a lot more noticeable especially the "creeping forward" at a stoplight thing...

This has been my experience as well. I have to pay attention to the pressure I apply in order to avoid creeping.

The brakes work well if you really want to stop but the pedal is not user friendly. Sort of hard to explain.

It seems like this is a 4runner thing. I remember the brakes on the '03 feeling weird also. I must have gotten used to it, because I don't notice it in the '19. It does seem like you need to use more pressure than other vehicles, though.

I've had 3 people drive the 4Runner. All commented that the brakes were strange acting.
